Is there an effective barrier one can buy to keep neighboring tree roots from encroaching on one's property?

My neighbor just planted a giant maple tree on the property line immediately behind my sun garden. Maples are notorious for roots rising to the surface - in a few short years this will ruin my garden. Ruin my garden = ruin my life - HELP!

Though the sensible solution would be to physically remove the encroaching roots with a saw and shovel, this seems to be more feasible:

Whether you ask your neighbors to put that or not, its your choice. I mean, a root will grow where ever it extends to.
