I live in germany. I have two rose bushes that I love, but I don't like where they are in my garden. When would the best time to transplant them? Please help me.

When they are dormant. They are probably into that now, but winter sets in and they need time to establish their roots before the snow and frosts come. You can wait until springtime if you wish and then they will have all spring and summer to get established before the harsher weather comes next year.
Reply:I am in agreement with the other poster.
Some of our states here in the USA are already receiving snow. If your weather is as cold as ours, wait until early spring so the roots can start growing and feeding the rose bushes.
